Packaging EPR Developments in Vietnam, the Philippines and Indonesia
A regional review outlines different packaging recycling and recovery obligations in three Southeast Asian markets.

What happened
A 1 November review by Strategic Packaging Insights describes different packaging waste obligations in Vietnam, the Philippines and Indonesia.
For Vietnam, the review reports a 10% mandatory recycling rate for flexible plastic packaging in 2026. In the Philippines, covered large enterprises must recover or offset 60% of their 2025 plastic packaging footprint by the end of 2026.
Indonesia is targeting November 2026 for a replacement producer-responsibility regulation. The proposed changes remain at draft stage; a planned timetable should not be treated as an enacted requirement.
The obligations primarily concern locally responsible producers, brand owners and importers. They do not automatically place identical obligations on Chinese packaging-material exporters.
Why it matters
Herris editorial analysis: Buyers may reassess packaging structures as they respond to local recovery requirements. Material selection still needs to protect food and meet processing conditions.
What to watch next
Herris editorial analysis: Confirm which party bears the legal obligation in each destination and monitor Indonesia's final text before making compliance claims.
