What happened

According to Packaging Insights on 26 October, the European Commission plans to adopt the implementing rules for harmonised packaging labels under the Packaging and Packaging Waste Regulation (PPWR) in the second quarter of 2027. The process will include a public consultation.

This change concerns the timetable for the labelling rules, rather than a postponement of the PPWR as a whole. The PPWR began applying on 12 August 2026, including restrictions on PFAS in food-contact packaging. Stricter design-for-recycling requirements are scheduled from 2030.

Why it matters

Herris editorial analysis: Packaging suppliers should distinguish forthcoming label specifications from obligations that already apply. Food-contact compliance and recyclability require separate checks for each packaging structure.

What to watch next

Herris editorial analysis: Monitor the consultation and final implementing rules, and confirm customers' documentation and artwork requirements before changing packaging labels.
